Welcome to Victoria Police Licensing eServices Portal:

Individual and business Private Security Applications must now be lodged online via the Victoria Police eServices Portal.

To lodge a new application you will need to register for an eServices account.

From your eServices account you will be able to complete your application form, track the progress of your application and receive notifications from the Licensing and Regulation Division if you need to provide more information.  

Available Services/Applications

The Licensing & Regulation Division have now made available online the following Victorian Private Security Applications:
  • Victorian Private Security Individual Licence Application
  • Victorian Private Security Individual Registration Application
  • Victorian Private Security Business Licence Application
  • Victorian Private Security Business Registration Application

Getting Started

To complete an application form you will need to successfully register for an eServices account.

For all business applications, the nominated person of the body corporate, nominated person or sole trader must register for an eServices account and complete the application from their account.

Requirements to create an eServices account

To register for a Victoria Police Licensing eServices account, you will need to answer basic eligibility questions.

If you do not meet the eligibility requirements for a Private Security Licence, you will not be able to proceed.

Submitting an application

Individual and Business Private Security applications must be completed online.

When you have completed the form online, you will need to print your application and return the printed application with all supporting documents to the Licensing and Regulation Division via post to GPO Box 2807, Melbourne, 3001.

Items to have ready when completing an application

You will be required to provide details from supporting documents when completing your application online. You will also need to send certified copies of these documents to the Licensing and Regulation Division after you have completed your application online.

To make the application process easier, we suggest you have access to the following when completing your application online:
  • A secure email address for activating your eServices account and receiving notifications about your application;
  • Personal information including details of ID documents; and
  • Details of relevant training including statements of results.

You will also need access to a printer as after completing your application online you will be required to submit via post to the Licensing and Regulation Division.
